In November 2016 Emily Ellsworth, who spent six years working in the Utah district offices of Representatives Jason Chaffetz and Chris Stewart, shared what she had learned about how members of Congress hear from constituents.
Tweets and Facebook comments were largely ignored. A letter to the local district office worked better than an email or a letter to Washington. With half a million people to represent, her office sorted emails with computer software and answered them with form letters by topic. The most effective approach was a phone call to the district office, because staff have to answer it and a wave of calls on one issue gets noticed. Turning up in numbers at town hall meetings and getting to know local staffers also helps.
